Responsibilities

Construction Surveillance Technician – Department of State

 

Objective 

Construction Surveillance Technicians (“CST”) are individuals who are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (“CAA”), and materials scheduled for use or inclusion in a controlled area.  The goal is to (1) deter the introduction of unauthorized materials to the site; and,

(2) observe the activities of construction workers and/or visitor(s) on site to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed

 

Essential functions

 

The scope of CST duties and responsibilities shall include the following:

  • Control access to the construction sites.
  • Screen and observe activities of personnel within or adjacent to a construction site as appropriate. Personnel include construction workers, supervisors, delivery personnel, maintenance personnel and visitors to the site (For reasons of safety and security, only those persons whose names appear on the “Site Access List” will be permitted to enter the job site unescorted. The Site Access List will be provided by the Site Security Manager [SSM]).
  • Screen all materials and tools entering a construction site.
  • Control the Secure Storage Area (SSA) and the materials contained within.
  • Monitor and annotate in writing, the observed actions of the construction workers and others on stie as they accomplish their various construction tasks and compare the results with project construction documentation.
  • Ensure all equipment, materials, and furnishings for use in specified areas are x- rayed, and or examined, then appropriately marked, and escorted to the SSA or designated area.
  • Assist the SSM with “Random Selection and Random Procurement” of materials required for construction and installation in, or contiguous to, controlled areas.
  • Inspect all persons, packages, bags, boxes, crates, tools, and vehicles, prior to entering the construction site at the discretion of the SSM.
  • Inspect persons, packages, bags, boxes, crates, tools, and vehicles randomly prior to exiting the construction site at the discretion of the SSM.
  • Produce daily logs of all related activity and events.
  • Report all security related incidents, in incident report format (who, what, when, where, why, and how), to the SSM, GTM, or project officer.
  • Immediately Report all anomalies and incidents of a counterintelligence nature directly to the SSM, GTM, or project officer.
  • Fully qualified CST 1s, at the discretion of the SSM / COR, and coordinated with the CST Lead, may be utilized as proctors (mentors) for the On-the-Job-Training program.
  • Other related duties as assigned by the SSM, GTM, or project officer, with coordination with the Lead CST (if applicable for the project).
  • Some travel may be required

 Competencies

 

  • Successful completion of the Department of State Construction Surveillance Technician Course (SE631) course or equivalent training program.
  • Successful completion of Automated External Defibrillator (AED) Training and Cardio Pulmonary Resuscitation (CPR) Training.
  • Proficiency in reading and interpreting blueprints for building component including wiring, materials, and access points.
  • Ability to operate X-Ray and other scanning equipment and interpret scans of materials and containers.
  • Demonstrated knowledge of the protocol and procedures for conducting on-site inspection of received and install materials.
  • Demonstrated knowledge of the protocols and criteria to validate any unusual, aberrant, or suspicious activities by construction workers or other persons in the  construction area or SSA.

Work Environment

This position will be working in a construction site in active work areas where demolition activities may be occurring;  materials are being transported and installed; and other potentially hazardous activities.  The CST will be in proximity to and observing construction activities in inclement weather conditions; will be handling and inspecting various types of construction materials; and engaged in extensive amount of walking and standing.  

 

This position is expected to work between forty (40) and fifty (50) hours per week inclusive of travel to remote locations in the National Capital Region, if the client requires. 

 

Exposure to noise levels in excess of 85 decibels for more than 4 to 6 hours per day can be expected at certain work areas. CST’s are to use protective ear and eye wear that minimizes exposure to any damage to hearing or sight.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • To walk over a several acre work site with uneven ground and potential obstacles.
  • To stand for several hours to observe and inspect construction activities.
  • To stand and handle construction materials that are to be x-rayed or otherwise inspected.
  • Will have physical contact with construction materials, airborne substances, and equipment.
  • Will be exposed to inclement weather including wet and cold weather conditions.

 Position Type/Expected Hours of Work

  • This is a Full-Time position that will work hours as scheduled in response to construction project requirements.
  • The position may require availability on nights, weekends and holidays for projects.

Travel


Limited travel within the National Capital Region.

Qualifications

Candidate Qualifications: 

 

  • Must possess and maintain at a minimum, a final Secret security clearance.
  • As missions dictate, a portion of the CST workforce will be required to possess final Top Secret security clearance with Special Compartmented Information (SCI) access.
  • Must be able to read, write, understand, and speak the English language in a professional clear and concise manner.

Preferred Education, Experience and Skills

  • High school diploma or GED or Foreign high school equivalency.
  • Possess a valid Department of State Construction Surveillance Technician certification.
  • Three (3) to five (5) years total experience in one of the following areas:
  • Construction security surveillance;
  • Technical surveillance countermeasures;
    • Government security involving counterintelligence;
    • Construction quality assurance;
    • Hands-on supervisory construction experience:
    • Military Service and
    • Law Enforcement 
  • Be able to walk up and down eight floors of stairs repeatedly during the workday. Elevators may not be available for use on all construction areas.
  • Be able to remain standing for extended periods of time, possibly in inclement weather.

Additional Eligibility Qualifications:

The applicant is required to submit to pre-employment medical exam and drug screening.

The applicant must be able to pass an NLIC / State / Local Background check and Credit check (as applicable).

The applicant is subject to site approval from the client.
